The short answer is yes, it can be done.
The longer answer is it depends on what you want to do with the value and what the data is. For example, if you are scraping a web page for weather data then rather that parsing the html there are numerous web services you could use. Also, is the scope of the data you are scraping only applicable to the ProcessBook display or could it be useful elsewhere? i.e. Should you be getting the data and sticking it in a PI Point via PI-ACE? The data would then be exposed further.
For a quick and dirty solution you can use MSXMLHTTP object to load a URL and parse the returned html (responsetext).
There are of course other ways but if you can share a little bit about the scope and type of data it will be easier to point you in the right direction.
